My girlfriend and I did two kitesurfing lessons with Bohol Kitesurfing Center in March, 2016. We planned to do more, but unfortunately the wind wasn't strong enough during our whole stay in Panglao, though we had some days where kitesurfing was not possible. However, the two lessons we did have were both great. The instructors (Alex & Nika) made sure to cover the safety and taught us in a comfortable, yet progressing way. We went to a location called Seaside in Dimao. The beach was nothing special, but the food was great and you are anyway busy looking at your kite, so you don't have too much time to look around. One big plus is that there were no one else in the water, so you had one less thing to worry about while learning to master the kite. For the more advanced kiters, the school often go offshore to Pamilacan Islands. That location is supposed to be amazing. All in all, despite being on the pricy-side of a backpacker budget, I am really pleased that we decided to take two lessons here. At first coming chance I will take another lesson to (hopefully) finish the IKO.
